This is a specialized tool for removing the outer race from a bicycle stem bearing.
Hook the claw from the inside of the outer race, insert a pipe or similar object from the opposite side, and drive it out with a hammer.
To install, spread the claw to evenly hook the outer race and secure it with bolts.
