The submarine tender Dai-Kyo, which became the predecessor to the aircraft carrier Ryūhō, was commissioned in March 1934. After the outbreak of war in 1941, conversion to an aircraft carrier commenced. It was completed the following November as a flat-deck carrier capable of carrying 31 aircraft and was renamed Ryūhō.
